What is the "Small Girl's Cape?" Is it a cape that I can wear? How? Why is it so much money? (200g, a lot to a noob)

Teh cape is a quest item for Gwen, except she never directly asks you for it. Do a search for Gwen on the forums, as it benefits you to have her follow you and there are questions surrounding her ultimate purpose in the game.
